    Make sure NSPS goes next. Unfortunately, with all the effort and money spent on it, it would take a very big person to tell Congress it is not a success but it simply isn't, no matter how senior leadership is briefed. And we can be sure that it will get worse when employees realize that pay for performance without enough funds in the budget is nothing but a farce.

    I hate to say this, but as good as this bill would be, I don't see it going anywhere for two reasons:

    1) The fact that it was introduced by Sheila Jackson Lee.

    2) The fact that it contains a clause which would grant law enforcement status to CBP officers. This clause alone will definitely kill this bill.

    Good. Time to put a stop to NSPS too. Enough taxpayer money has been wasted on these "Boss Tweed" personnel systems.
