Small and Women-Owned Businesses are strongly encouraged to seek the assistance of various government OSDBU offices and personnel. This is great for firms new to marketing to the government. The information they may receive could be helpful. However, these departments are severely understaffed and overwhelmed with the volume of small businesses trying to gain access. Large firms consistently sell their products and services by talking directly to and developing relationships with government program managers/technical users. Small and women-owned businesses are discouraged from employing this method. Yet, large business is actively conducting business with the government and small businesses are left standing at the door of well-meaning OSDBU's. Since large business has the business and small business is seeking the business, why not duplicate the strategies of the large business? Small Business should seek the assistance of OSDBU's while simultaneously doing what the large firms do....try to talk directly to technical users/program managers. It would be most effective for OSDBU's to focus on helping Small and Women-Owned Businesses to locate and gain an audience with technical users/program managers.
