DHS has been a train wreck since day one. Managers ignore the employees, and arrogantly refuse to listen to any constructive criticism, because they know everything. DHS was, is, and will always be, a mistake. As presently constituted, it will continue to flounder. This is especially true of ICE, which has become the new INS, with all that agency's faults and problems.

I think generally speaking since the government has an older workforce, the older generation is more conscious of trying to help customers. Unfortunately, I have to agree with the comment from DHS.
DoD is same. You have to have an education to be a so-called "professional," but sit side by side with those that don't and make the same pay and also are treated as such. That you are useless to the agency.
I can see why college kids prefer the private sector. Sure, it's a harder game but at least you reap benefits for your efforts, and you use your education in most instances. Not in federal government. I know young kids leaving federal service after being a GS12 or higher because they are not challenged or going anywhere.

DHS does everything it can to demoralize its employees and keep them from doing their jobs.
Is there it wonder why the department ranked last place?
