One major problem area not addressed is that clearances granted by one agency are not necessarily accepted at another. This is a significant waste of time and money as government employees and contractors who have undergone the process and have current, valid clearances find that to work on joint projects with other agencies they have to go through clearance investigations again. There should be one set of standards and clearance levels that are universal across all agency lines.

Again there is just no recognition by OMB on the people impact that delayed security clearances have. They can only see the program impacts because they, like OPM, are driven by finance people.
The real impact on such delays is a recruitment impact. Does the federal government really think people are going to wait around half a year for their clearance while seeking employment-- and for every applicant who goes away angry at this process and takes another job instead have in fact influenced three or folks to not even bother.
This is the real impact on so many poor HR and Security practices in the federal government. And it is going to get worse because each successive generation will have less patience for such time wasting nonsense as the generation before when it comes to merit selection quicksand and security clearance dysfunction.
