Mr. Sparapani is probably making Mom and Dad nostalgic. They met when Dad was an intern at Hoover's FBI. Mom was providing clerical support for an office hunting down draft dodgers. Dad was doing something similarly menial, but I suppose had a few ambitions.
Me? I think they ought to scrap the domestic use of satellites and buy the border patrol a few more Cessnas. I'm guessing the ACLU isn't exactly a fan of surveilance from light aircraft, but at least that is an evidence gathering means that has been reviewed by the courts.
Bottom line - This proposal stinks. If has nothing to do with securing the homeland. It probably has more to do with putting additional uses and revenue under some very expensive equipment/services as well as giving DHS's intelligence unit something to administer.
