Air Force wants to keep its money because they think they are an independent operation that is not a part of the US military but an individual operating unit that does not need to consider the overall military needs of the USA. The same is true of the Army and Navy. Congress should cut the budget of every military organization by at least 20% from 2006 levels. Military readiness is a function of how the services spend the money. While they are short of money to do what they want, they still find enough to go on travel that is meaningless and unnecessary. They still do things environmental that are not required or beneficial to anyone but them. They still have far too many engineers that can do anything but really do nothing of value. They do need new equipment but continue to choose to spend their appropriations of ridiculous things. They have the money - they lack the leadership and management to field a ready force!
