    My God, haven't grants been available for the last five years? As usual, the grant process is difficult, the states don't have enough information to apply or the politicians haven't gotten their act together in providing the funding. No wonder this country is such a mess. Too many stupid people run it, while Joe Citizen and emergency responders pay the price.
