As for your comment that "maybe they should be charged for their rescue," the law states that they will be charged. However, public outcry (read that public outcry to congressman/senators) pressured Secretary of State Rice to waive the fees. It is interesting that while Congress wrote the law demanding payment, they don't want to take the heat for it. More millions that won't be (lawfully) reimbursed.

Unbelievable! Naive and just plain stupid American civilians blithely travel to Lebanon, don't listen to the news regarding the war apparently, and, once again, have to be saved by our military. Perhaps they should be charged for this "rescue?" Maybe it's time for these folks to sign waivers before going to war zones to work.
