This bill is an important step in the continuing evolution of the Postal Service and its ability to compete as a business. That said, I do agree with some of the concerns expressed, for example that of the problem of an aging letter carrier work force. As automation increases and routes are extended, the physical demands of the job of letter carrier are best suited to a young workforce. I don't know whether this issue has been seriously considered, but, having had the position of letter carrier, I think it's unrealistic to expect optimal performance of aging letter carriers on longer routes. If there are any incentives, they should be directed towards the letter carriers and the USPS needs to prepare a cache of young letter carriers to effectively move the mail.
