Studies in Homeland Security are a scheme for academia to tap in to potential federal grants for these issues. Lots of studies produced that nobody will read. More boondoggles for Ph.D.'s.
The Homeland Security Department's studies seem to be a mishmash. Because of the brief anthrax scare of 2002, some schools have plugged public health into this area.
Most students would be wiser to stick with traditional public administration, maybe taking a course here or there in Homeland Security and definitely doing an internship with a public agency in an area of interest.
