Although I should be used to beginning the fiscal year under a CR by now, it still hits me each year like a ton of bricks. It's a budget analyst's worst nightmare. Specific financial policies and procedures must be followed until "we" have a signed budget and "we" actually receive appropriations and allotments. I would be happy to train the politicians on managing the fiscal year in two quarters. We cannot fully operate the first quarter and the budget close out process begins very early in the final quarter. Thankfully, those of us who love what we do continue to "go with the flow," but it's very challenging!
