E-Government has many advantages, but to consolidate all functions of HR into only a few agencies or contractors is a flawed concept. The Navy tried it several times to its peril, and that should warn the feds to go far more slowly in this endeavor. Give agency HR offices the e-government tools they need and keep the HR offices intact. Once those employees are gone it will be too late.

The Democrats immediately should do three things:
1. Stop the OMB direction that the federal government go to accrual accounting because it has no place in government because it is designed to measure profit for a private company and is costing the government millions of dollars to implement just in the Defense Department. Also, Defense has officials putting forth policies that have nothing to do with financial reporting that are costing millions and serve no useful purpose other than to give those in charge of the item power and pay.
2. Reduce spending on the wars in Iraq and Afghanistan. This will force reductions either in the force in Iraq and Afghanistan or a reduction in the waste on domestic DoD spending - such as the millions being spent to develop an accrual accounting process that is worthless.
3. Have government pay a greater portion of the health premium for retired government workers but not for those who continue to work. You have to force out those ready to retire to make way for new blood and fresh ideas in government. Institutional history is destructive and or little value because it is used continually to stop things from getting done in new ways that are more effective and cost less.

Although I'm a conservative Republican, the silver lining of this election is the impact it will have on NSPS. Go, unions!
