So long as the acquisition specialist is rated on quantity over quality, is forced to work in a political environment where managers pass the buck to protect themselves and lacks the technological support he or she needs to do the job efficiently, the job remains a thankless, poorly-rewarded grind.
The acquisition specialist depends on the rest of their respective organization to provide timely and accurate information about the materials or systems being contracted for. If any group in that organization performs poorly, it impacts the procurement process.
How many people want to work under that kind of pressure? How many would quit when the opportunity avails itself? Traffic lights and other gimmicks don't work as long as the good old boy system continues.
