Guilt by association has been in use since the dawn of time. It is the actions taken by the authorities once the association is brought to light that should be suspect. By watching the person under suspicion and determining other associations from that observation the person can be moved up or down in the "suspicious character" list. For example if a man was a known associate of a certain Osama Bin Laden, then I would definitely put him high on the "suspicious character" list and watch him closely. If he also had associations with other known terrorists then I would put him high on the list and possibly take other actions. However, if no other suspect associations are noted then the he would be moved down the list. Taking this method off the plate could hamper our efforts in the fight on terrorism.
