Two new personnel systems, two court cases, two losses by the government, yet here comes another round.
DHS has an opportunity to do the right thing, but won't for fear of retaliation from the administration. DOD just keeps riding into the Valley of Death, but instead of 600, they are dragging 300,000 unrepresented workers along with them.
Survey respondents to the SES pay-for-performance scheme are unhappy with it, but the Defense Department's own Mary Lacey says only the whiners responded to the survey.
Always excuses, but never accountable.
