I have mixed feelings about this -- on one hand, how can a federal agency choose not to pay its bill to FPS? Doesn't a federal agency have a legal responsibility to pay its negotiated charges for services provided by another agency?
On the other hand -- who's minding the mint at FPS? A proposed 63 percent increase in fees this year -- after the budget has been submitted and funds (almost) appropriated? This would be a bill my organization would have great difficulty funding. FPS needs to do a much better job of projecting its costs to its customer agencies. We've already submitted our budget requirements for fiscal 2008 and are beginning to work on fiscal 2009!
