I would bet that the government has a better chance and probability of success of getting the Washington Monument in orbit than getting this program to work as described in the article and by the politicians. The amount of cash outlaid cannot be determined by some agencies and the Defense Department still has untold millions of dollars spent without accounting records, so what makes the Congress think a little law now will correct these bad habits? Today we have audited financial statements that only prove that the agencies can make corrections to the books after the auditors find and take exceptions. The reports cost millions of dollars with absolutely no management benefit; however, the auditors get paid well.
There is no magic button that will cause the agencies to report into a system what they have done. This is just another way to use up resources that are needed to run programs. I hope agencies reduce the grant programs by the amount it costs to try to implement this law.
