Let's review. When the Iraq debacle began, contracts to Halliburton and all of their friends were bundled because they were the only ones that could do the work needed. At the same time there are billions of dollars missing or unaccounted for.
Now that the heat is on and more importantly there is an election looming on the horizon, the contracts can now be unbundled. How can that be? Could it be the elections? Is all the money available to steal in the contractors' pockets?
The answer is: All of the above.
