DHS might not seek a full appeals court review, but there certainly is one thing they will do. They will absolutely forge ahead with the pay-for-performance portion of the personnel system despite the fact that this ruling makes it illegal for them to do so without bargaining with employees. They will insist that this ruling does not affect pay-for-performance even though it clearly does, and they will continue to take illegal actions and implement illegal policies until someone else takes that issue to court and has that ruled illegal. That's what DHS does. The pieces of trash in charge do exactly what they want short of reaching of the point where they are placed in handcuffs. And, as always, they actually have the audacity to claim it is good for employees and imply that employees will be happy with this filth. Thank God for the people who take action, such as those involved in these lawsuits. The people in charge of this nonsense at DHS and DoD are appalling.

I have never seen a department that is so stubborn than this. On every single issue this department deals with, it resists the logical, common sense approach. It seems to strive for dysfunction. I can't say it is doing the "right thing" because I haven't seen any evidence of it.
A lame duck president means a lame duck department, such as this one. Very little will be accomplished in the next 1.5 years, and whatever does will be undone.
