The question that should be asked is why VA employees are finding it necessary to download sensitive data onto laptops and in some cases to work on that data at home. As an outside observer, it occurs to me that the reason may be inadequate staff or equipment at VA to complete required business at the work place. It may be that after years of serious budget shortfalls at the Veterans Affairs Department (remember last year's embarrassing funding debacle?) conscientious employees who feel a responsibility to get the job done despite inadequate funding are placing data at risk in the process. Perhaps a penny-wise/pound-foolish Congress needs to point some fingers at itself, as well as at a strapped and stressed federal department it is charged with funding.
