Being a federal employee, the article is right on track. Unfortunately, many federal agencies do very little to recruit and/or keep Hispanic/Latino employees. Qualified Hispanic/Latinos are often passed over for upper level management positions. Even though a large number of government employees will be retiring in the near future, most government agencies have yet to start the recruiting or training process to replace leadership and management positions. Moreover, few federal agencies provide bonuses for linguists and use this skill for free. The government is behind the private sector in providing incentives to attract and keep well qualified Hispanic/Latinos.
