Federal agencies are not only ones making plans for a possible pandemic. Private companies are making similar preparations.
The Internet is badly overloaded and many people do not have access to high speed Internet where they live. What's going to happen if suddenly a million or so people stay home and log on for eight hours a day? Will the Internet break down or slow down to the point of being unusable? Will the phone networks be able to handle the load, or will there be busy signals and dropped connections? The federal government needs to spend more resources building a better Internet instead of building moon rockets.
