I lived and worked overseas from 1996 through 2003. In all that time, I saw results of "surveys" published many times -- ranging from what hours the commissary should operate to the cost of living. Oddly, even though some of the communities were quite close-knit, I never, ever was able to find even one person who participated in one of those so-called surveys. I did learn that the cost of living surveys were conducted solely with personnel who worked for the American Embassy, who lived in housing on the military compound. Too bad all the rest of us couldn't have lived in on-post housing!!! I wonder who responded to the surveys that OPM mentions.
