How about this as an alternative? Enact a non-binding resolution stating that the VA IT security is abysmal! OK, let us force a cultural change by binding the hands of the secretary, the functional undersecretaries, the deputy undersecretaries, ad infinitum.
Why not try this hold them accountable! It is unfortunate that our IT security prophets have decried the need to be ready as a veritable klaxon of impending danger, and have gone unheeded. Yet the rules and expectations were in place, but were treated as an inconvenience by all of VA; besides we had our ISOs, so our security responsibility has been met. Right?
These SESers are charged with carrying out the mission of the VA. Don't relieve them of this responsibility (and accountability) just because they didn't do it! Unless the new rule is, if you can't perform a specific function we'll assign it to another, we need to hold them accountable.
