Rita has hit the nail on the head! However, no manager will ever be fired for not controlling the credit card use of employees and employees who abuse the credit card will never be fired! Anyone using a government credit card for personal purchases should be fired immediately -- no questions asked and no exceptions. Any manager who fails to maintain proper records of credit card use should be demoted to a non-management position and reduced in grade immediately because it takes two years before salary will adjust to the new grade.
There is no management in government! This problem, like all others, will be solved through more training or by giving the functions to contractors. That is the current solution to all management problems. Managers never are held accountable and responsible. The worker is always the one responsible and accountable but that leads to greater training. The problems never get solved!

Does it surprise anyone that this has happened? With ICE using the old INS administrative systems, which were rife with abuse and misappropriation, this was bound to happen. Throw into the mix the old mentality that got INS in trouble in the first place, and make the primary mission worksite enforcement, and you have ... anyone? Anyone? A larger INS dressed up in a new ICE suit. Is it a wonder that agents are leaving this agency by the dozens on a daily basis? Who would have thought a few years ago that being an agent at Commerce or FDA would look so appealing.

No wonder this country is broke. Some one should face criminal charges for the mismanagement of government funds.
