Army Chief of Staff Gen. Peter J. Schoomaker has a management problem that he can solve. If repair is his priority and he is in charge, he could use money going to other purposes to repair the equipment and then fight for replacement of the funds to keep the lower priority items going. He never will do this because he does not know how to manage and wants simply to get more of my money from Congress.
If repair of equipment used by fighting troops is not the Army's top priority something is terribly wrong with the top Army staff including Mr. Schoomaker! I certainly wouldn't want to be fighting for this guy!

Apparently, the Army has a couple thousand vehicles all with the same part broken. Otherwise, they might be able to scavenge some of the vehicles to fix most of the vehicles. If there is one thing that the military is notorious for, it is bending the truth to darn near the breaking point in order to justify more funding.
Sometimes, they deliberately allow a situation to become a crisis rather than take a more frugal and timely approach so they can convince the American public that it is a real fiscal emergency. Congress knows the routine and plays along because more money leads to more contracts from big companies who pay retired generals and congressional leaders big money for little work. Instead of giving the Army more money, maybe they should be given new leadership who will do something to end their wasteful spending.

A shining nugget for the Bush Administration to point to: How proud the president must be of his war. Who will be fighting the war next year?
This general must have forgotten there is an election coming. He should not be saying things like this -- it doesn't look good for the Republicans.
You are supposed to say good things only, like; a school was painted today and the electric grid worked for three hours instead of the normal two hours.

Does anyone know, are these repairs conducted by contractors or by Army personnel?
