Now hold on a minute here. Wasn't the Federal Acquisition Institute (FAI), which was established to promote education and professionalism in acquisition, a division of OFPP/OMB from about 1977 to 1983? While a part of OFPP, wasn't FAI headed by a senior executive with a staff of about 10-15 people? Didn't the 1983 OFPP Act Reauthorization move FAI to GSA, where it was still headed by an SES for years? Wasn't it a GSA senior acquisition official who downgraded the office so that it was no longer headed by an SES? Didn't a senior GSA acquisition official also reduce the size of the FAI staff to about three, and then move it out of the GSA building so that it was "co-located" with the Defense Acquisition University? Isn't it a senior GSA acquisition official who is now proposing to create a senior position in OFPP to oversee acquisition workforce issues? Now, per chance, is there any possible relationship between the senior GSA acquisition official who presided over the demise of FAI and the individual who is now proposing the establishment of the new position at OFPP? Perhaps if this GSA senior acquisition official had been doing his job in the first place, it wouldn't be necessary to propose the new job at OFPP.
This reminds me of the old story of the child who murders his parents and then begs the court for mercy because he is an orphan!

As a 21-year DoD acquisition professional, I find the current attention being paid to the widespread problem areas in the profession long overdue and refreshing. The acquisition workforce sorely needs additional manpower and quality training to adequately perform its mission. Right now the daily routine is to stomp out fires while trying to keep one's head above water. The result is that the acquisition workforce, taxpayers, and country as a whole are getting the short end of the stick.
