The idea that the taxpayers will save money through competition is ridiculous. Consider the amount of man hours spent over the last 18-months and the next few months for the lawyers and contract specialists to respond to the protest. Management has the responsibility to always have the Most Efficient Organization in place. If management had done its job, the taxpayer would not have to waste money for these guys to go into a dark room and conjure up a new reorganization plan. The current organization should have been the MEO to start with. Pay for performance will not cure the ills of government.
