Is this system only applicable to DoD employees? In my agency, the in-house interpreters are getting paid way high though they are idle most of the time when their cases go away and the legal assistants who are doing the majority of the jobs are paid way too low. Please advise. If this is not the venue to post this, please be kind to let me know where? Thank you.

My agency switched to NSPS last year. I was rated a "valued employee" (basically 60% of the organization was), yet my pay raise is well short of the GS step increase I would have received. Guess its time to send out resumes!

This is great. 66,000-plus non-bargaining unit Defense Department employees are being shoved into NSPS, many of whom will be HR Specialists. And their ratings under NSPS and new pay under pay for performance will kick in during January 2008. That will be a good percentage of 66,000 folks I can recruit come February 2008 after they have been cheated out of a COLA. So many DoD HR Specialists to choose from. I'll be like a kid in a candy store. I can hardly wait. Thank you DoD.
I wonder if I should be thanking DHS as well. :-))

"Employees will receive their first performance-bases raises in January 2008." Thank God because I plan to retire February 2008! This pay schedule will make every employee in DoD subject to the ultimate of the good old boy system. Congress -- do not expect anyone in DoD to resist anything the top brass wants to do whether it is legal or not! Everyone's pay will be based on how well they comply with supervisor directions. Because all evaluations and pay determinations (bonuses) are determined by the top brass (general officers and political appointees) there will be little if any internal resistance to any action deemed necessary by the top people. This is no way to run a government agency!
