This one is so simple that Congress should be sent to the woodshed for good spanking.
If homeland security is the top priority you should reduce other programs to get the funding for the homeland security program. For example, get rid of the Department of Energy -- they have done nothing in since 1972 to develop alternative fuels. How long do they need to spend my money on nothing! Get rid of the SBA, they do little of value that could not be done in the private sector. Reduce most of the Commerce Department, get rid of the wrongful payouts by the Department of Agriculture and eliminate the Department of Education (a state function) and most of Health and Human Services that are not an appropriate role for the government. Congress needs to learn that we do not have to do all things and that those of high priority need to take from those with little or no priority.

Where's the money for additional ICE Agents, Investigative Assistants, Deportation Officers, and other personnel for interior enforcement operations? Why worry about the borders so much at this point seeing that the majority of the illegal immigrants are, and have been, running rampant in the interior for so long?
I'd be ecstatic to see some bank come through for new computers, high-speed communications (T-1 or broadband), vehicles, tactical gear, and the permission to go do our jobs as we're supposed to instead of window dressing, dog-and-pony crap!!!
