What the article doesn't make clear is that, when it comes to people with disabilities, OPM and EEOC pass responsibility back and forth like the ball in a volleyball game until the disabled person is left with no one to defend their rights. As it is now, they only seem to stand behind the people who make the most noise. The disabled usually aren't able to do that because of their disabilities. (Imagine that!)
EEOC and OPM don't want clearly defined responsibilities that don't overlap. They would have to actually grow a spine apiece instead of leaving people stuck in endless bureaucracy. Then there is the matter of filling the quotas. What happens when EEOC demands that a job be given to a particular person that OPM says is unqualified to do the job? Right now, OPM just looks the other way and blames EEOC when the person fails to perform. That way, OPM doesn't have to remove the person. They just pass the buck.
