If the Congress is seriously interested in making the government more efficiently, they need to start by trimming way the fat. E-government work can turn in to a nightmare of abuse if it isn't properly managed.
Even the experimental work at home program where I was employed was turned into a perk for management and their buddies. Some of the supervisors were out playing golf instead of doing work at home. Some managers had delegated their responsibilities to their subordinates. So, that e-government program was, effectively, a failure. The VA problem has also demonstrated what can happen when an agency is not run in a professional manner.
Congress needs to stop putting the cart before the horse. Even if they have to clean up one agency at a time before introducing e-government, it would be worthwhile. Otherwise, bad management will cause the e-government program to fail.
