I can concur with the statement that FEMA does not appear to be serious about filling positions with competent personnel. When the few FEMA positions in the 1102 career field are posted, most are part time, alluding to the selected individual being placed in a non-paid status following the completion of their support during an "emergency," but must be able to respond within 48 hours of notification of the next emergency situation. And this is for a GS-13 contracts position. How can you attract qualified, competent and knowledgeable people with this kind of position description? The biggest reason that has been suggested for the misappropriation of funds and the vast waste of federal funds is an untrained workforce, and few qualified specialists to perform the necessary duties required during emergency situations. Given the job postings I have seen on USAJOBS Web site, this will remain the rule and not the exception. How can you retain competent and knowledgeable personnel if you can only promise them intermittent work, and guaranteed systematic unemployment? You get what you are willing to pay and train your workforce to accomplish, and apparently FEMA wants to remain inept and unprofessional.

This makes sense since the Bush administration does not believe in timelines. The positions will remain empty until the election in 2008 is over.
Would anyone want to work for this bunch of bunglers? I think not.

Part of the problem seems to be that FEMA still hasn't learned that it needs full-time staffing to accomplish its mission.
All of the jobs being announced now for many important positions are only temporary. Not a lot of people with any relevant experience are going to want or can afford a temporary job.
It almost seems as if FEMA does want to hire enough people.
