Sounds like if no pay raises are given, no bonuses given and no additional money is spent due to pay for performance implementation, then everything is correct with the system.

I wish OPM all the luck in the world. The very last thing most managers want to deal with is performance management. It is at the tail end of every other HR issue. I've been dealing with performance management for more than 12 years. I am looking forward to seeing whether human resources program managers at OPM can take performance management seriously and whether it can be translated out into non-HR program management.

Please stop calling this disaster "pay for performance." It is not pay for performance, it is pay based on supervisor desires! Everyone now has to become a yes man and do as the top leaders say, even when that is illegal or immoral! Hook your star to a climber and get good ratings by doing everything they say without question, and you will move along. It is like the military system of advancement. These managers who are supposed to grade you based on performance do not even know what performance is, or how it should be measured!
So Karen, please stop calling it pay for performance! Better, call it the reward for no questions asked and yes sir boss!
