Why does the Navy need fighters? I'd prefer to see a slimmed down Air Force that supports increased reserve and Guard units that can maintain the aircraft and be deployed when needed by the Army or Marines. The Navy is another organization that needs to be slimmed down.

The problem exists because there is an Air force. The Air Force should give the fighters back to the Navy and get out of that business. The Air Force close troop support should go back to the Army where it belongs. Likewise, the big transports to move troops and material should go to the Army and Navy to support their operations. About the only thing that is truly Air Force is the space program. The value of engineers in the Air Force is minimal and should be handled by the Army and Navy. Similarly, go to unmanned aircraft such as the drones used to spy on the enemy and to take bombs into a war area undetected because they can fly below radar and provide no risk to pilots and no training costs for pilots.
The Air Force has problems because it is an organization that duplicates the cost of other services and adds a layer of overhead to defense spending that is almost totally unnecessary and unproductive!

Among other things, this is why the Air Force needs to cut down:
"Big Benefits Bill Looms: Taxpayers are about to get hit by a very large bill for health benefits for retired public servants. The federal government has a $2.3 trillion liability for medical and disability benefits promised to civil servants and military personnel after they retire, USA Today reports."
No planes equals no crews equals no maintenance equals base closures equals no civilians. The Air Force is focused on throw-away UAVs, of all sizes. Some will just scout, others will carry a payload. There's no need for trained pilots, only trained model airplane operators; some UAVs may even be pre-programmed so as not to require operators. Future Pentagon generals will be able to launch and fly their toys themselves. How cool is that!
