At TSA, a big part of the problem is young kids, fresh out of college or after doing their 2 years of abuse with the beltway contractors, being put into senior policy and decision making roles without a chance of getting certified for SES by OPM. DHS refuses to recognize paybanding that the Defense Department is in, and is not compensating promotions with a 2-step increase as afforded to GS employees, which is in violation of public law (5 CFR 531.217). They will not attract talented employees/managers this way. Also, how does DHS expect to hire folks when it takes over 90 days to process in? I am with the Department of Army with a Top Secret clearance, and I still needed to go through the same process. Why can't they use the clearance already established? I think this is a waste of time and resources to go through the same process. I thought we were one government body working together -- I guess not.

It should be interesting to see if the agency meets the date. Most of the positions are not only temporary, but they offer no relocation, especially at the GS-14/15 levels. It doesn't appear to be a very good recruitment strategy.

Has anyone actually looked at GS-13-plus the job announcements FEMA and CBP put out? 90 percent are temporary, must reside in local area, no relocation expenses, and in many cases agency employees only, etc. Given the public problems, there is nothing to entice anyone that does not know the secret handshake into applying. And they wonder why can't fill the jobs, and recruiting is the highest priority? Yeah right.

Why would anyone competent want to work for this abortion of a department? No matter how well qualified or motivated, the jobs are impossible, and you are guaranteed to fail, due to the stupidity of those who created this monster. Mr. Rogers better get back to his neighborhood, and realize that his original position on the necessity of merging CBP and ICE was correct. The fact that he changed his position after listening to the lies coming from DHS management shows what little real understanding he and his fellow members of Congress have of the problems confronting DHS, and this nation. We could have been just as safe, if not safer, and at much lower cost to the taxpayers, if DHS was never created in the first place. All that had to be done was to talk to those who actually do this work, and we would have explained what needed to be done, and how to do it!

It is not just the top level vacancies that DHS needs to worry about. They should also be concerned with the middle level and worker level vacancies.
