A "single-piece parcel" is one parcel as opposed to a larger quantity of parcels that might qualify for a discounted rate.
Example:
I want to mail a parcel that weighs 8 ounces it would cost me $2.32 to send it at the First Class Mail rate.
Now I want to send 500 of those 8 ounce parcels and depending on how far I am willing to prepare them for automation it could cost me as low as $1.573 per parcel with a 5 digit sort or up to $1.889 pre-sorted but non-automated saving over the $2.32 FCM single piece rate that I would pay sending only one parcel.

Could someone explain what a single piece parcel is? I've been doing transportation for a few decades, and English even longer, and it doesn't track with my limited mastery of either of those subjects.
