Maybe GSA would not be in such a financial mess if the DoD Emall program was not implemented. This contractor goes out and contacts customers and sells them the products that GSA would normally sell the customers. Emall products are second quality where if the customer requisitions directly from GSA they would get first quality. It is a shame that the soldier in the field is no longer provided top quality repair parts especially now that we have a war going on.
