FEMA equals Failure to Effectively Manage Anything. Has everyone forgotten the Hurricane Hugo fiasco? How about Hurricane Andrew? They are clearly not equipped or organized to deal with major natural disasters. Dismantle? Maybe, but who will take on the responsibility of responding to large-scale calamities? There will be plenty of agencies who want the money but not the bottom line responsibility.

FEMA responsibilities should be part of a military command, such as JFCOM. That would be their mission in life, their raison d'etre.
Kudos to the military (USCG and others) for their work in Katrina. It was no coincidence that a coastie was put in charge after "Brownie" failed so miserably. Also no coincidence that the Louisiana National Guard General got such good press for his can-do spirit and work ethic.
Make it official and have the military run the show -- and not some political appointees and hacks.

FEMA is an unwieldy and ineffective organization that should be replaced by a "small" and "efficient" organization that is a coordinating agency only, acting as a liaison between needed state and government agencies to ensure that the right people and equipment are readily available in a timely manner. Other agencies, such as BLM and the Forest Service have trained and skilled personnel ready at the drop of the hat; use them. Many were deployed and did a great job this year, but it was after the fact, instead of up front when they were really needed. Normally, fire season is not in conflict with other natural disaster seasons.

FEMA needs to get rid of some of the top-level supervisors. FEMA has too many top supervisors that they are running over each other.

So first you gut FEMA so they can't actually do their job and then you complain that it doesn't do its job and your response is to create a new agency to do what FEMA would have done if it hadn't been gutted.
Makes sense to me.

Hurricane season starts in a month, so let's re-arrange all the deck chairs. Then we can tell all our voters we did something (other than argue about party labels) during this session of Congress. Our legislative system at its best -- not doing any real harm.
Wonder which lobbyist is behind this effort?
