FEMA should consider offering relocation expenses for short term. Individuals are not going to uproot their homes for a short term assignment. I was agreeable to a short-term assignment but I was told that I had to pay my move expenses. As a retiree, I would ask for a waiver to my retirement benefits. My resume is on government jobs. Your CPOC representatives located on line and approached me to see if I was interested.

Come on Colonel ... you've been in the military ... evidently you're so ignorant of the government, especially this government, with the most blatant good ole boy system in recent history, you will never receive even the thank you for applying letter. Get a grip ... being a top flunky in today's government has absolutely nothing to do with expertise or experience! Ole Bushy and Cheney already got their children lined up. Get a real job in the private sector. It pays better anyway.

As governor, George Bush was known for looking past party lines for high performers. James Lee Witt has already proven himself, but even if he were offered the job, I would not blame him for not wanting to work for an agency that he built up so well and which now has sunk so low. Take it out of Homeland Security so it can be something other than a cog in the DHS wheel.
As to some great circular reasoning:
"The subcommittee will withhold fiscal 2007 appropriations for the positions if they are not filled, Rogers said at a hearing on FEMA's budget."
So, let me see, FEMA is so short-staffed that it cannot operate efficiently so since they have not been able to fill the vacancies, the subcommittee will withhold appropriations so that if they are filled, FEMA will now have to fight to get the funds to pay those whom they hired. (And by then, who knows where the fiscal priorities will be?) And how long are background checks taking these days?

So what does this say about Chertoff? He's in charge right? Another Bush Flunkie not doing the job. Where does this put Chertoff, Bush and the others involved in pay for performance?

I am a retired Air Force Colonel who has spent a career working disaster preparedness issues and I have applied for several of the positions mentioned in your article. I have even had a person working in FEMA help structure my resume to help make it more appealing to selecting officials in hopes of getting to the interview stage. I can't even get a "thanks for applying." I have never seen anything like it. Their system is hard broke.
