Maybe they should start implanting the RFID devices in all federal employees as well as those needing a security badge. The devices would allow them to tracked almost anywhere at the workplace. There could be an exact record of how much time an individual spends on break or away from their desk. It would be most revealing about where to make changes to improve efficiency.
Electronic background checks are quick and easy to perform. There are enough people to process them as long as the bureaucracy is eliminated. It seems like any efficient process can be slowed to a crawl by a managers that add their own requirements just so it looks like they're doing something.

I agree with Ms. Dillaman. OPM has been so slow on background investigations for so long, that it would just add to the queue without impacting them one iota. Unless a better method or a lot more people are brought to bear, it will certainly impact the contractors and agencies trying to get work done.
