Flood insurance is a ridiculous government program. Rather than pay people for flood damage, we should buy their property and not allow rebuilding in flood zones (even 100-year zones). That way we would not have to pay for the same property over and over and over. We could combine the flood purchase program with the government (federal, state and local) funds for the acquisition of land (parks, military ranges, and other actions that involve no real permanent structures for housing or work).
Congress has to learn that the problem with poor people is income, not energy, food stamps, or anything that Congress thinks should be subsidized. The subsidy should be an income subsidy distributed through a negative income tax.
