I think that disaster control comes under the charter of the National Guard. They were designed to protect the home front in times of emergency, but they can't do it from Iraq. They need to be brought home and re-trained. I also think there's a place for FEMA, but only after the Guard has control of the situation. Without the pressures of having to stabilize a situation, FEMA can better do what it was designed to do. As for DHS, I see no earthly reason for its continued existence. The one thing no one needs is another layer of management.

Why should FEMA have any better controls than TSA? Both agencies are in a monster bureaucracy called DHS. As I said in another comment -- the best result from this loss of millions of dollars would be for Congress and the President to dismantle DHS into its components parts. At least we would save a good deal of resources and have much better results if DHS wasn't pulling the strings on FEMA, Coast Guard, INS and Customs Service, etc.
Just chalk it up to a failed experiment and let the DHS parts separate and do their jobs -- we had better homeland security before there was a Homeland Security Department. This is what happens when passion over 9/11 trumps common sense.
