    Of course it will run out before the projects are complete. The contractors stole the money and overcharged for minor work and materials. If Congress gives them one more cent the Congress should pay for it by being voted out of office. Let Iraq pay for the rest from the money they get by selling oil after we leave. This might convince Bush to get out of Iraq where he never should have gone in the first place! Hey George - mission accomplished - good work Brownie!
