And Chairwoman Collins needs to point out that the Republicans were in charge at the time! The ultimate responsibility lies with Bush, not with FEMA! Bush created Homeland Security and destroyed FEMA in the process but he has no clue that this is what happened and will never face the consequences of his actions! That is a major problem with federal government. If lawmakers want to point the fingers, they should point them at themselves for allowing Bush to get to the point he now has achieved. He has lied to us continually, has avoided constitutional guarantees especially with the "Patriot Act" that he wants renewed, and given the feds a role that is expressly prohibited in the constitution (education).
Ms. Collins get off your duff and start doing something positive rather than blast FEMA. FEMA was destroyed by Congress and the administration. Guess what? You are the problem, not FEMA. Good job Brownie! Remember that one?
