When it comes to cutting Guard and Reserve units and personnel strength the departments, whether it be the Department of the Army, Navy, or Air Force know that they must operate in a joint configuration with the reserves. And they know that in most cases the reserves operational cost is 30 - 40 percent less than their active counter parts. But the active departments continue to fail to operate, plan, or budget in a joint environment. When it comes to end strength, the active components need to be told to cut active end strength position for position with the reserves. Then the budget cuts will really be meaningful and maximized. This will force the planning and budgeting phases to really be implemented for an effective "total" force structure.
