Dear Fed - A system, whether NSPS or the current GS step increase doesn't mean better accountability at all. Both systems will operate in the same environment, with the same managers who, until they do their jobs, will not hold employees accountable. I see little change because a new system is in place. Also, a dedicated and hard-working fed, like myself and I hope you, don't need a new system to ensure we do a good job or that we hold ourselves accountable for our actions. Sorry dude, accountability doesn't come from a system; it comes from people.

That's interesting. Spiral 1.1 reduced by 54,000 employees. Sounds eerily close to the number of comments they got opposing NSPS, which they won't show anymore. An odd coincidence? Or what?
Is 11,000 employees really a large enough sample to judge the effectiveness of the system? Or does anyone really expect it to be effective in the first place?

Woopie! Now we can party hardy and sit around and get a paycheck since we won't be held accountable for doing our jobs. We will get our step increases and not have to worry about performance. Woopie!! It is so sad to see this setback. Not to worry, it will be back. Enjoy the short reprieve.

A Washington Post article says that the 11,000 remaining potential victims are not under union agreements. Everyone needs a union.

You know, if the employees are suing to stop the new personnel system, couldn't that be a sign that there just might be some problem with how it's set up? Or with the fact that the employees haven't been told how it's set up?
Wonder if this can be delayed beyond 2009. The law allowing NSPS requires that it be implemented and demonstrate success by November 2009. Of course, why should we expect that provision of the law to be followed, any more than the rest of it was? Or maybe they'll just redefine "success."
