Kudos to Ms. Palmer, raspberries to the anonymous headline writer.
An excellent piece with an unfortunate sub-headline ("Contractors rely on personal connections and insider information to win contracts.") Ms. Palmer makes clear in the article that personal connections often serve the best interests of the government as well as of the would-be contractor. They help both sides understand each other's needs and capabilities. In such cases the contacts are perfectly ethical.
She makes clear that there is a line between acceptable and unacceptable behavior. "Inside information" is clearly on the wrong side of the line. Your headline-writer doesn't understand that there is a line. Or perhaps he or she is reaching for the tarbrush to attract readers.
