I've stated it before, and I'll state it again. The only hope for real constructive and substantive change is to start hiring personnel from outside the DoD ranks in this and other higher graded management support positions. The unfortunate truth of the matter is that irrespective of the lip service that is peddled about "searching for the best and the brightest," when recruiting for mid- to upper-level management in the general administrative series, the hiring outcomes for almost 100 percent of these positions result in further "we take care of our own" inbreeding. Near 100 percent levels of rampant inbreeding equal mediocrity equal groupthink equal potential malfeasance and ineptitude in U.S. taxpayer-supported procurement practices.
