I will give you the argument that it's Republicans that want to dismantle civil service, but, the Democrats have to vote for the insane laws that have been passed by Congress the last two decades. Yes, even during the Clinton administration can evidence of civil service reform be found. Remember Al Gore reinventing government? I saw a tremendous increase in contract workers in DFAS during Clintons reign and even then the contractors couldn't handle the work.

Seems the only arguments proffered from the Clay Johnson-George Bush side are for fewer turnovers. If there are fewer employees, there are certainly fewer turnovers. Well, can we raise the minimum wage?
No mention of difficulties hiring for scarce professions, or the results of all the A-76 competitions from the past several years with 90 percent federal A-76 winners. Why the big push for kicking more butts? Fair and balanced? This is great support for those the executive branch depends upon, eh? Ponder the polls.

I can't help but think there are other mitigating circumstances, such as a hiring freeze or changes in organizational needs, where a position that has been open no longer needs to be filled. These circumstances could lend to the turnover rate reduction for the Army Medical Research and Materiel Command from 1996-2000. After all, the recent lean motto is about doing more with less: less time, inventory, space, labor and money.

This clearly is one of the last vestiges of resistance for the Republicans. Civil servants tell them no and they do not like it. Therefore, the OMB (Republican controlled) and OPM (proven incompetent) are helping the Republicans dismantle the civil service structure. If they can get rid of the civil service structure, they can reward those that support them and hold down those that do not. This clearly is a last-ditch effort to gain total control of government and allow the controlling party to do anything it wants to do and shut up the possible opposition. Stalin just shot the opposition, the Republican's want to make the opposition either get in step or become poor!
Do not allow these reforms to pass because they simply are very bad for the country!

If you read the Whitehouse statement- the closest thing to what they are proposing is the FAA's "Core Comp" system. The FAA system has destroyed morale, reduced productivity by destroying teamwork, capped the highest performers' salaries at the top of the paybands, and now has increased employee turnover in my line of business- from 1.7 percent in 2000 to more than 7 percent per year now. FAA is rated at the bottom of "good places to work." The Administrator is clueless when she says, "That's just those pesky unions trying to get contracts." Market comparable jobs are kept secret, and for a fourth year, pay bands are not moving up at all. It's all about finding ways to pay employees less.
Don't buy it. Organize and fight. And start looking for jobs in the private sector. There is no security in the FAA anymore -- people are leaving in droves.
